    But see, here's the thing. Government agencies at all levels have contracting laws aimed at getting the lowest cost products and services and keeping corruption out of the process. It is usual for an agency to waive contracting laws when there is no competition, or only one contractor is qualified, or one contractor has been used for a long time with excellent results, or only one contractor really shows an interest.

    Not saying any of these conditions apply to the present case, but saying that waiving contracting laws is a normal part of government contracts. Shooter probably bid on over 300 government contracts during his career, and in maybe a quarter of them the contracting rules were waived. Most often because either Shooters company was the only one qualified, no one else wanted to bid, or Shooter's company had held the business so long and with such a good relationship that the agency didn't want to be bothered with releasing bids.

    Donald Trump’s pastor is telling Florida worshippers to prioritise giving money to her church over paying their own mortgages.

    Paula White, the controversial televangelist who serves as Mr Trump’s spiritual guide, warned thousands of congregants in Miami to put God before their own financial needs.

    During the sermon she urged attendees of the mass to pay their monthly donation, or tithe, to the church before they had payed other necessary personal expenses such as electricity or their mortgage.

    "So let's just say I get paid $1,000 and I pay my mortgage first or I pay, what's the electric company here? FPL. I pay FPL first instead of bringing the first tenth to the house of God every week, which clearly is instructed throughout the word of God," she said.

    Continuing to encourage members to contribute large amounts of money to the church, Ms White reflected on her own generosity.

    She claimed that in one of the tougher years of her life God told her to donate her entire $8m salary to God.

    "You can't just bring a gratitude offering. It has to be a First Fruits offering! If it is one week's salary, if it's a month. If it's a day, it's got to be the whole of something. Quickly! Bring it up—do you need an envelope?" she said.

    Ms White is known for her self-proclaimed rags to riches narrative, having worked her way up from rural Tupelo Mississipi to the White House, often citing a close relationship with God Donald Trump as her driving forces.

    A tithe is one tenth of monthly earnings expected to be paid as a contribution to a religious organisation, but is not intended to be mandatory for financially underprivileged members of the church.

    However, Ms White emphasised to the room, which hosts almost 7,000 people, that members should prioritise the investment in God above all else.

    "You see, there is a divine accurate order. People pay tithe but they pay it in leftover," she said.

    Ms White placed shoes on her hands and pants over her head in a theatrical demonstration of how backward it is to pay your bills before contributing tithes.

    She joined the Trump administration in an official capacity last year to work in the Office of Public Liaison, but has stood as the president’s unofficial advisor since 2016.

    The pastor has long been a source of controversy, facing backlash in January for comments seemingly advocating divine forces to cause the miscarriage of babies in "satanic wombs."

    Ms White later took to Twitter to argue that the miscarriage comments in the video posted by Right Wing Watch were taken out of context.

    Education secretary Betsy DeVos has introduced a new rule that could make it harder for child abuse victims to come forward at school.

    The Trump admin introduced changes to Title IX to be rolled out this month about how sexual assault and harassment chargers are handled at K-12 schools and on college campuses.

    Alterations to Title IX still state the survivor will be taken seriously, according to Ms DeVos, but that the accused cannot be presumed guilty.

    "Our proposed rule recognises that we can continue to combat sexual misconduct without abandoning due process," she said about the change.

    When President Barack Obama was in office, his administration laid out guidelines for schools that would help them handle complaints of sexual assault and violence. But Ms DeVos claims these guidelines were unfair to all the parties involved.

    Backlash about the changes to Title IX has resonated across the public, specifically for the impact it will have on college campuses.

    But people are also concerned about what this could mean for children in elementary, middle, or high school when they want to report abuse. Their reasoning is the new mandate will go largely unfunded, with the government anticipating it will save $360m over the next 10 years, so it could create a loss in resources within the schools.

    "Schools are not all prepared to handle these incidents as they occur right now," Joel Levin, a co-founder of the nonprofit Stop Sexual Assault In Schools organisation, told Politico.

    "The new regulations will just create a more chaotic environment," he said. "The Department of Education has tried to bring some college or higher education-level Title IX rules into K-12, where they don't really work."

    Under the new rules it allows, but does not require, for K-12 schools to hold hearings where the victim's advocates or representatives can question the perpetrator.

    The rule also requires the victim to write a formal, signed statement to be given to a selected group of staff at the school when reporting assault or sexual harassment.

    Critics are worried this would encourage students to avoid reporting abuse at their schools, specifically if it occurs from a teacher or staff member in the building.

    "To me, the most damaging things that they're doing are just making it harder for students to report sexual harassment," Levin told the publication. "There's already barriers for K-12 students. A lot of students don't report because they don't think the school is going to do anything about it, or they'll be blamed, or (the school) won't discipline the perpetrator."

    Another change Ms DeVos made to Title IX alters how sexual assault and harassment is defined in the law to provide protection for the victim. Currently, the rule states its "unwelcome conduct of a sexual nature".

    Ms DeVos is now advocating for the phrasing to state a need for quid pro quo services between the perpetrator and the victim that are "so severe, pervasive and objectively offensive that it effectively deprives a person of equal access to educational programmes or activities." If this change is made, it would discount sexual misconduct and allow for sexual acts to happen that do not drive the victim out of their school or off campus.

    Critics say Ms DeVos is not reforming the laws; she is instead rolling back the strides made by organisations to help victims report and handle abuse on a federal level.

    WASHINGTON (Reuters) - The U.S. Department of Homeland Security's former top watchdog, tasked with rooting out waste, fraud and abuse, was indicted on Friday on charges he plotted to steal the government's proprietary software and confidential databases to boost his private business, the Justice Department said.

    The indictment charges Charles K. Edwards, 59, who served as the acting inspector general at DHS from 2011 to 2013, as well as one of his subordinates, Murali Yamazula Venkata, with conspiracy to commit theft of government property and to defraud the United States, theft of government property, wire fraud and aggravated identity theft.

    Venkata, 54, also was charged with destroying records.

    Reuters could not immediately identify attorneys representing the two.

    The Justice Department said that from October 2014 to April 2017, Edward and Venkata plotted to steal the software used by the inspector general's office at DHS, along with databases containing highly sensitive personal information about employees at DHS, as well as the U.S. Postal Service.

    The goal, the department said, was to use that software as a model so that Edwards' company, Delta Business Solutions, could sell an "enhanced version" to the inspector general's office at the U.S. Department of Agriculture.

    The department added that Edwards tried to leverage his relationships with people at the DHS inspector general's office, including Venkata and other employees, after his December 2013 departure.
